Our association has made us aware of our basic rights like E2 scale for JTO incl. pay anamoly, superannauation benefits, cpsu cadre hierarchy and now highlighting Rule-8 cases to Dir(HR).
 
After Our GS has given letter to Dir(HR) on 06-Mar-2014 regarding the issues of DR in West Bengal in which the first point was the Release of pending Rule-8 cases which is not being considered citing shortage of staffs though TTAs  through LICE are now working as JTOs. Owing to the actions taken by corporate office , other associations are also raising the same issues .
 
We thank all who genuinely want to resolve issues related to us. We only want peace, harmony and wiser understanding of issues so that we may grow together. Please educate every DR about the specific issues related to DR in our company .

The issue of transfer of EPF A/c due to change in posting and change in accounts managed by SSA and circles has been resolved due to continuous persuasion  with finance wing of Circle Office by this association , The association is thankful to GM ( Finance) who has taken all the pain, by even going and meeting with EPFO commissioner to resolve the discrepancies.

Now all members who have multiple EPF accounts ,are requested to fill form 13 (revised) and submit it duly filled for purging of these accounts.

Members in West Bengal to stay on agitation as per the directives from CHQ and are advised to move to Delhi. Lets not buckle down under pressure. It is our Right to raise our voice against the discriminations meted out to us. BSNL management is still conveying that small group of direct recruits are on agitation which is big hurdle on the way of success.

 SHQ Met at Telephone Bhawan to arrange for volunteers going to New delhi as per CHQ call and  the future course of action , It was unanimously decided that maximum number of volunteer  will be reaching New Delhi as directed by CHQ , However in case of extreme exigency if some one is unable to join the New Delhi Protest on Monday , these members are hereby directed to gather at their respective offices and continue peaceful Dharna and wait for further instructions from CHQ.

AS per the CHQ call for mass leave and ongoing hunger fast at New Delhi in favour of our demands , Bengal including WBTC, ETR, ETP, Data Netwok, CTD have shown unprecedented solidarity by supporting the ongoing agitation . Day long Dhrana is going on at Telephone Bhawan by all who have not gone to New Delhi, Our heart goes out to our leaders who have taken the pain to go beyond limits for raising their voice and  risking their lives by being on hunger fast for three days in very bad weather conditions in New Delhi, As the saying goes Truth always Wins and when there is a will there is a way , the struggle started by AIGETOA in 2006 is now showing signs these efforts which have been curbed, crushed and had caused great anxiety both in the mind of leaders and the managers , who are used to milking the common executives , first by dividing them on different basis and then denying their genuine rights will get to some conclusion now.

All members are requested to follow the directions issued by GS and follow them without waiting for any instructions from any where.

We have to show by our deeds that we all are no longer the old simple , easy to be fooled Engineers , who are performing not only thier duties but also the duties of in-effiecient bosses sitting on our heads, Be fearless , be honest and hard working , Soon the time is coming when we will proudly re-affirm our belief that " Give me a place to stand I will move the Earth".

  •  It was, therefore, resolved by the AIGETOA CHQ in CEC held on 28.12.14 / 29.12.14 that if BSNL management does not come out with resolution of our issues in totality in next 10 days, this association will serve the notice for indefinite hunger fast 3rd Feb-2014 onwards.
  • It is a fact that without active participation of the members at base level no association can snatch the rights from this uncaring management. Members shall alsobe motivated to fight against injustice without bothering about the consequences. The members shall be asked to observe day long fast on a daily basis till CHQ is sitting on the indefinite hunger fast for the resolution of the issues. Members shall remain present on the duties but they shall remain on fast bearing a badge/cap/banner.

It was resolved that association will not tolerate this breach of trust by BSNL management which is dangerous for any organization. Employees have every

Agenda Meeting with CGMT WBTC                                                   13.12.13

CS, CP along with Shri Uma Shankar Yadav, Arvind Kumar and  Shri Amit Ranjan (Ex Finance Secretary) met CGM West Bengal for the scheduled agenda meet for various points , GM ( HR and Admin) was also present in the meeting.

1.  Issue of R8 cases were discussed in detail , CGM conveyed that he understands the gravity of issue of R8 Cases and the acute problems related to family and health affecting members asking for R8 , but due to acute shortage of staff in the cadre of JTO and SDE release of all 79 waiting listed Candidates is immediately not possible .It was brought to the notice of this association that circle administration has refused all cases forwarded to them to be justified regarding to R8 releases, these cases were even sent directly from MOC, MOc(S) and higher authorities in BSNL corporate office. On our insistence  release of some cases in accordance of wait-list maintained and specifically cases on working Spouse ground were in principal agreed by CGM, More cases will be entertained once New direct recruited TTA batch joins in March.

2.  Issue of local orders from SSA for lookafter arrangements was brought to the notice of CGM, CGM directed GM to ensure that juniors should not be given look after charge where seniors are working . Association requested circle administration to issue a letter in this reagard at the earliest to SSA. 

3.  Security Refund and Confirmation for 2007 Batch : The work has almost completed and the orders are expected soon , we requested to process the same for 2008 Batch.

4.   Intra-Circle Request Transfers : GM( HR and admin) , raised the objection of Transfer Grant and large number of request for Kolkata , Siliguri and durgapur , if all ( in total approx 35 cases ) request Transfer are implemented , it will also face stiff resistance from other association , The administration  suggested for taking 9years as the yard stick for consideration of request transfers, Our association suggested that posting in WBTC may be classified in three tiers and the time limit be set different for different cities , Administration will take up this suggestion for acceptance from other associations . Case of our members Shri Sanjay Kumar , N. Heeraman were also discussed ,  needfull will be done soon by circle administration, Cases of our members who have completed tenure in darjeeling hllls and gantok were also discussed .CGM agreed for consideration of all Spouse Cases w.r.t Intra circle tranfers.

5. Release of SDE whose tranfer orders are pending for long was also discussed CGM assured for sympathetic consideration of these cases.

 

Our Association thanked our CGM for release of Our members Mrs. Shaveta and Kajori from ETP on Spouse Ground , Issuing directives for reimbursement of Medical expenditure regarding expenses paid for vaccination of Kids  and the progress made for confirmation of 2007 Batch and Security Refund of 2005 Batch.

 

A review meeting will be held in the first week of January 2014 to assess the progress made about these issues.

AIGETOA (WBTC) met GM ( HR and Admin) , to discuss the issues ,which were raised this association and still remain unresolved. Some more issues pertaining to local transfers , R8 Transfers, Wrong Implementation of look after orders issued by SSA were also taken up.The meeting will continue in presence of CGMT WBTC on 13.12.13

              ALL MEMBERS PREPARE FOR ORGANISATIONAL ACTION

Office bearer meeting of AIGETOA WBTC was held at Kolkata on 23 Nov, The meeting was attended by AGS Shri Deepak Sahu, CS , All ACS , VP and DS of CO and Cal SSA and presided by President AIGETOA WBTC.

Detailed deliberations took place about the current situation in WBTC, It has been brought to the notice of SHQ that there is unprecedented anger in the minds of our members , as the circle administration has taken us for granted , because we do not behave the way administration likes for making rightful  decisions for our members , we are  left with no resort except to come out united and start association action against the biased and indifferent WBTC administration:

Some of the biased decisions taken by the administration in the last few months are listed below:-

 

    1. Not following its own governing office orders in respect of transfer and posting:

 

Many orders from corporate office are not followed by circle administration , they have created thier own laws and system when it comes to transfers and postings , officers who were given soft tenure by New Delhi  have been posted to non tenure ,lucrative post in Kolkata , Asansol and Siliguri, our members of physically handicapped category who were posted to CTD , were forced to join in remote areas like Krishnanager and the posting orders were than revised .

Our leader in Jalpaiguri was targeted with unique conditions in thier transfer on promotion orders.

Our members who were given tenure posting on cracking SDE LDCE were forced released , but officers under transfer to tenure were posted in kolkata , ignoring all norms.

 

     2. Showing total apathy for critical cases ( spouse , females) in realease of R8 cases:

Citing acute shortage of man power ,the same administration has never sent the acute shortage of JTO and SDE to Corporate office , so that the officiating game continues in the circle , at the cost of family lives of hundreds of GE trapped in WBTC, our circle is a non tenure circle , still there is high rate of refusal by  officers alloted to WBTC , because it has brought such a bad name for itself that in recent SDE LDCE dozens of officers allotted WBTC from other states preferred to forgo thier hard earned promotion rather than reaching out to grab this opportunit, It should be noted that corporate office will sanction man power with the revenue generated nto on the basis of sanction strength, The same Circle Administration was weeping for shortage of officers in the rank of GM , but on scrutiny it has been conveyed that WBTC has 2 GM additional than required , similar situation is coming up for all the cadres.

 

    3. Creating all possible hurdlesfor any cause affecting our members :

By placing  leaders of their favored associations at staff section no rightfull request of members of this association is entertained at Staff section ( All works for confirmation , securty refund, permission for study leaves , re-reimbursement of various fee , transfer request etc) before minimum 6 months , even R8 cases on mutal cases needs to be taken to the level of CGM each time than they are processed, ( All of these experienced , capabale soldiers of staff sections working on officiating basis) , despite a good number of bright officers available they are always protected by circle administration

   4. Issuing look after promotion oders at will :

The latest guidelined form corporate office categorilly mentions that lookafter promotion will also compulsorily give additional charge of the substantive post the officer is carrying, but circle admin . has flouted all norms on its own wishes ...

These are some of the basic issues we have mentioned here , we will update to DS the detailed plan of action , we know as GE our dignity and self respect take a hurt when we have to resort to such practices , but unfortunately the BSNL adminisattion has got so moulded in this way of working that we cannot do much execpt to make the circle administration realise that we exists , we exist united and we care for our company which is becoming a picnic spot for most of the administrators ..It seems that this nexus of circle adminisatrion and their favoured associton are keeping CGM also in dark, this was obvious in different agenda , meet held with our CGM. We will  not tolerate such anarchy and will force  the CGM to take concrete steps in this regard

Update about membership contribution                                 11-09-2013

ALL DS and FS and members please confirm the correctness of fund contribution from April 2013 to August 2013 with CHQ and SHQ Contribution @ 1000 per member. Membership pending should be immediately cleared as this membership details will be sent to CHQ.  Detailed List of contribution . Any query should be mailed at aigetoawb@gmail.com. This will be treated as the final membership status of AIGETOA WBTC.

All members are requested to pay Rs. 1000 (Rs. 500 in order to meet expenses incurred during Agitation period + Rs. 500 for CHQ). Meeting with CGM                                                               08-09-13

CS , CP, AGS and Abhilash Umar , executive member Circle Office  had a meeting  with CGM WBTC regarding various issues. Issue of holding of sensitive post by office bearers of service association was also raised . One office bearer of a service association holding a specific post in staff on look after basis was bought to the notice of CGMT , CGM affirm our view that since across the staff section hierarchy from JTO to DGM nobody is there holding a post in service association , this gentleman should be replaced. AIGETOA will take up the issue further in case still after guidelines have been issued by corporate office in this regard, the circle administration continues its policy of appeasement .

Case of our members who have completed the tenure in Darjeeling was also taken up with the CGMT and they will soon be released.

Pending Release of our member Kajori Paul was also taken up , CGM instructed for her immediate release.

About two pending cases in the SDE cadre from Jalpaiguri and Krishnananger were also discussed , CGMT told that since almost 20 SDE assigned from AP circle have not joined WBTC the administration is finding it difficult for release of any executive from WBTC.

On this the association suggested makging WBTC a tenure place , CGMT accepted our suggestion and added this in the letter to DIR HR which he has written about shortfall in executive cadre in WBTC.

CGMT asked us to submit suggestion which can be raised in HOCC meet , details have been mailed to all the members. Some very good suggestions have been received which will be sent to CGM for taking up in HOCC meet.

Pending R-8 request were also discussed , CGMT categorically told that till new recruitment takes place no release from SDE / JTO cadre is possible from WBTC. He asked us to help the circle administration get suitable JTO /SDE for WBTC.

GM ( HR and Admin) was also present in the meeting ,  further agenda meet will take palce once CGM will return from HOCC and leave.

All Ds are requested to plan for district meet CS /CP will go to all the SSA to update the members about the current scenario in WBTC.

Meeting at CTTC, Salt Lake to address pending issues                         27.08.13

A meeting among SHQ members was held at CTTC, Salt Lake. Following points were discussed


(1) AIGETOA WB Delegation for AIC was discussed. Names of members nominated to attend the AIC will be discussed with DS/DP and uploaded in due time.

(2) Following posts were decided on intrim basis:
    (a) Com.Ashutosh Sahoo -- Finance Secretary
    (b) Com.Om Prakash Saroj -- Organizing Secretary
    (c) Com.Kshitij Mishra -- Web Secretary

(3) DS/DP shall update monthly subscription of members along with CHQ/SHQ fund latest by 31.08.13

(4) In order to achieve better functioning District body of Calcutta SSA would be merged with Circle Office.

(5) The reformation of District bodies will be done October on-wards. DS/DP of all districts are requested to e-mail where a reformation is necessary and a plan would be chalked out

(6) Rule 8 / Intra Circle transfer cases will be taken up positively in next meeting with CGM. Therefore, respective DS/DP should confirm the name of members to SHQ at the earliest.

All the above points were agreed upon in unison.

Supression of members of AIGETAO by members of other association

Subsequent to the power rally held for 11 days at New Delhi and a week before at our own circles held under the leadership of our dynamite GS , it has been  reported at some places  that our members are being targeted in the field by members of other executive associations treating them as their enemies and considering us as a threat for their existence.

Dear all AIGETOANS don't loose heart , we fought for our rights which were always neglected by the management , whether they were regarding our genuine salary or for facilities granted by Govt. for our old age , or for issues which will hamper the downfall of consistently falling graph of our company.

we should assure all opposers that we are ready to go to New Delhi again on a single call of our GS and leaders, these small hurdles will not deter us for fighting for our genuine rights which affect our families for whom we live and work hard.

Time always run in a cycle , people who are oppressing our members will be at their mercy after some time , keep these brutalities afresh in your memories and react back when right time comes.

Lets all pledge to work harder and with more vigour and energy , understanding the fact survival of this company is of outmost importance to us , when a ship sinks , rats always run away first , and we should assure all we wont let this ship sink, we are waiting for the right time , once incharge we will show how a sinking ship will sail smoothly .

Lets be united and bold our leaders are with us to protect and guide us , any doubts any confusions should be shared with your seniors they are always to help you.

Its a time tested truth that when you face opposition take it for granted that you are on the right path , victory is near , we will be remembered for changing the face of our cadre and this company

Dear Friends !!!

It’s been almost a month since we enlightened the lamp of our final battle where we all together committed ourselves for a "Now or Never" battle. The unity and conviction with which all of us came together for a common cause has set an entirely new standard where the interests of the DR fraternity was kept above all other issues. Friends we have succeeded in convincing management to resolve our issues in a time bound manner duly recorded in black and white.

Friends during this past one month we have shown an exemplary show of "Unity, Strength, Resolve, Patience, Trust and Brotherhood". The conviction with which we all assembled together at Jantar Mantar and participated in the agitational programs has broken all the records.

However, this is just the beginning. We have to keep the momentum going on. We have to keep our unity intact and pressure firm. We have to keep ourselves prepared enough to react on a short notice by CHQ. Further we will also have to be careful about the negative elements that may make every possible attempt to break our unity. It’s high time to repeat our golden Mantra: "Together we can, Together we have, Together we will".

The details of the whole negotiation process is as below:

When we met CMD BSNL, he acknowledged the genuineness of the issues raised by AIGETOA and said that there cannot be any second thoughts that AIGETOA is demanding should have been their basic rights. CMD BSNL assured us that all our issues shall be looked into and positively resolved and sought some time so that all the necessary formalities can be ensured. CMD BSNL also assured us that while arriving at resolution, financial implications shall not be the obstacle in resolution. CMD BSNL also assured us that during resolution of the issues, the factors like employee motivation and performance boosting and efficiency enhancement shall be given utmost priority. We expressed our faith on the words CMD BSNL and conveyed him that we know that when our CMD is assuring us, no other force on the world can stop the realization of our long pending dues. Thereafter, a meeting was scheduled at 12:30 PM on 8th August to have a detailed discussion on the issues. During the meeting all the issues were discussed in detail in the presence of Director (HR) and Director (Finance) and other nodal GMs of the concerned HR wings of BSNL CO. Finally, a consensus was reached on timelines and modalities for the firm resolution of the issues. Thereafter, both Director (HR) and CMD BSNL assured us that no vindictive action shall be taken against the striking employees.

Friends though an agreement has been reached, this is just the beginning. We have to promise ourselves that we will not rest till the orders are issued for final resolution of the issues.

At this juncture we thank all our DR friends without whose active participation this could have never been achieved. Further we thank CMD BSNL for accepting our long pending demands with compassion and fatherly affection. We thank Director (HR) and Director (Finance) for taking our issues in right earnest and with compassion. We also convey our sincere gratitude to Sr. GM (SR) for his untiring and herculean efforts for breaking up the impasse.

We further thank the active members and office bearers who went from pillar to post to ensure the necessary intervention of government authorities viz. Hon’ble MoC, Hon’ble MoSs for communications, Hon’ble minister of state for Social Justice and empowerment, Hon’ble minister for Company Affairs, Hon’ble minister for power, Hon’ble minister for Housing & Urban Poverty Alleviation, Chairman of the committee on Public sector undertakings, Chairman of the committee on IT and communications and MPs/MLAs from various part of the country.

We also convey our sincere gratitude to all the above mentioned dignitaries and Higher ups in Department of telecom viz. Secretary DoT, Joint Secretary DoT, Additional Secretary DoT, Additional PS to MoC and other senior officers for taking a note of our issues with concern and conveying the same to BSNL. We will meet and apprise them of the developments that have taken place.

We further thank all other associations who have provided us with their physical and background support for resolution of our issues. We also thank our senior officers, seniors and colleagues for acknowledging our problems with compassion and sympathy and bestowing us with their moral support and blessings.

We would like to acknowledge the efforts of all the CS/CP/office bearers/members who together were instrumental in the whole effort. We also thank all the members of Delhi circle team who provided us with all the inventory support and arrangements.

We once again request all the members not to relax but always be prepared. Though we are fully confident of resolution of issues but some elements may try to prevent things from happening and for that we will have to remain on tight vigil. Herein, we would like to clarify that by “these element”, we are not referring to any association or any group or any person but the negative elements in the system which always exists everywhere and hence nobody should take any offence from this sentence.

Lastly, now that we have been able to achieve our objectives, it’s high time to maximize our works. We all should resolve today that we will work very hard for the company and put in extra hours at work so that all the pending works can be completed in minimum time. We should commit ourselves for maximizing the revenue of the organization so that all the hurdles in our future can be removed.

AIGETOA on behalf of its members and DR fraternity assures our management that within next few days we will cover up all the pending works and bring the situation to normalcy.

CHQ team along with active members from various circles have already met Hon’ble MOS for communications Dr. Smt. Kruparani Killi, Shri Milind Deora and apprised them of the issues. The hon’ble ministers informed that they are already aware of the issues and are in touch with BSNL management and DoT to resolve the impasse.

CHQ team has also met Shri Sachin Pilot Hon’ble Minister for Company affairs, Shrimant Jyotiraditya Scindia Hon’ble minister for Power, Shri Rao Inderjit Singh, Chairman of the Committee for IT and other eminent personalities and they all have assured their necessary intervention.

Today BSNL has been called up by Secretary DoT to brief up the status and action on the issues. Further Hon’ble Chairman of the committee has also asked BSNL to present the status and action on the issues and the meeting is scheduled today.

Further tri-party meeting with Hon’ble chairman COPU Shri Jagdambika Pal and BSNL management and AIGETOA is scheduled today at Parliament house. In the meeting, Hon’ble MOC is also expected to be present.

Dear members, Things are moving at a very good pace and we are expecting resolution very soon. However, In the meanwhile keep the pressure on and unity intact. We are not going to relent till we succeed.

AIGETOA Meet  with CMD BSNL on 31.07.2013 at Kolkata

AIGETOA/CTD Circle Secretary, Shri D K  Sahoo along with Circle VP, Shri Prabhakar Choudhary met respected CMD/BSNL Shri R K Upadhyay  on 31/07/2013 and  had a detailed discussion with on all issues i.e.

1.       Finalization of standard pay scale 

2.       Implementation of 30% superannuation benefits

3.       Implementation of CPSU hierarchy

4.       Maintaining uniformity in first time bound upgradation etc.

He expressed his reservation about MT and DGM recruitment issues and also pointed out that Management is also ready to negotiate to any extent in these issues.

He also expressed his concern over EPF issues and informed  us that his team is working hard for the settlement of EPF issues but  as external agencies are involved fixing of time frame will be difficult. He also assured that as long as he is in chair, he will try his level best to solve all our issues and has already placed his best team to look after the needs and rights of DR community of BSNL.
 
We sincerely express our gratitude to Calcutta & West Bengal Circle Managements for arranging meeting with respected CMD Shri R K Upadhyay Sir. We are also thankful to, Shri R K Upadhyay Sir (CMD/BSNL) for sparing his valuable time to listen our issues and showing his concerned over the issues.  
 

Day-4 of Mass Demonstration at CO, New Delhi            Dated 01.08.2013

Dharna of AIGETOA ( ALL INDIA GRADUATE ENGINEERS & TELECOM OFFICERS ASSOCIATION ) continues on its fourth day at Jantar mantar, New Delhi . Engineers and account officers from all over the country are participating and geared up with even more enthusiasm to take the agitation to its next level of intensification. We are really overwhelmed with the support from direct recruits of BSNL irrespective of the membership of association. We will continue this agitation till we are able to extract the rightful dues. Together, we are very confident that we shall be able to achieve our objective. Therefore, all the direct recruits are requested to keep the zeal and enthusiasm alive and keep the commitment of fighting intact within themselves. We will not count the number of days....we will keep on fighting.....we are ready to fight till eternity. Just keep your strength and enthusiasm ready for the final bang and then the goal.

Friends, you have seen in recent past that how the officers in like IAS, IPS, ITS etc are fighting for the cadre welfare. We are also the cadre of direct recruits in BSNL and are fighting for our right and respect and will keep fighting till our last breath. Remember, Perseverance has always been the key to success.

It is humble appeal to all Direct Recruits JTO/JAO/SDE/AO even to the newly recruited DGMs and TTAs  that those who have not reached Delhi yet must immediately proceed for Delhi and be the part of this historical event. We are committed to fight till we achieve and for that if needed, we are committed to shed the last drop of blood in our bodies and fight till our last breath. We are committed to perform and perform till we force management to give our rightful dues.

All the DRs who are still at their stations, are requested to immediately book their tickets to Delhi and join en-masse. We will bring this movement to a level which has never been witnessed in the history of BSNL.

GS Shri R P Shahu, President Shri Abhishek Chaudhary, AGS Shri Amit Roy and OS Gujarat Shri Sudhir  had a meeting with Director (HR) and Sr GM (Pers) and discussed the issues in detail. Director (HR) while appreciated the issues and shown his concern but could not extend firm commitment towards resolution of the issues. He agreed to look into all the issues raised by this association with positive approach but in the absence of CMD BSNL who is right now out of country, he could not give any commitment which can be treated as concrete. As all the issues raised by this association are our very basic right and genuine need for survival in the government company are pending since long time.

We cannot call off our historic agitation on mere assurance, it is not easy to generate such historic momentum every time hence this time association has a firm commitment to come back after final resolution of the issues. This association appeals all the direct recruits fraternity to please extend your support and don't let this cadre to die down. This event will be written in golden ink for up-liftment of the direct recruitment fraternity in BSNL just extend your few days contribution to your own cause and make arrange to reach Delhi as much as possible, if not made so far. if at all not possible to reach New Delhi please do not attend the office till we reach to resolution of the issues.

It is our sincerity that despite DR maintaining all important places like nodal CDMA , GSM , DATA , Transmission system we have not sabotaged the services keeping in view of the pathetic condition BSNL is working in.

We have no animosity towards anyone else , this agitation is to achieve right salary and our rights from a sleeping management in New Delhi .

We expect our controlling officer to co-operate otherwise we will be forced to shut down the services if need arise. Nobody can force us to work even if we are physically present in the office . In case someone gives a guarantee for resolving our seven demands we will immediately join our offices .

Successfully organized Mass demonstration in Kolkata  Dated 27.07.2013

Mass demonstration has been successfully organized at Telephone Bhawan and WB Circle Office on 26-07-2013 (Friday)  in between 11AM to 5PM. 500 DRs (Appoxi.) of WB,CTD ,ETR ,ETP ,ITPC ,T&D are participated in this demonstration and maked it grand success.It shows a strong unity of DRs.

Agitation Updates                                                   Dated 27.07.2013

Since no breakthrough achieved with BSNL Management at New Delhi all DRs are requested to continue their leaves , and reach New Delhi at the earliest. 

Please remember following points -

  • Remember no one should attend the office.
  • Every one should come to Delhi any day from 29th July-2013 onwards and participate in Delhi demonstration only and feel proud of being part of this historic fight for right and respect.
  • Remember major participation in Delhi only will give you the results.

Association  appeals to all the direct recruits to participate at Delhi programme. If some one has some critical family problem and not able to participate in Delhi agitation on 29/07/2013 he should resolve his problem and rush to Delhi as early as possible.

Don’t worry about sanction of leave or joining after medical leave. Only inform your reporting authority through SMS, email, registered post or telephone that you are leaving headquarter from 29th July-2013.

 Dear Friends,

As you all know our protest is going on and is gaining momentum each passing day. We are supposed to send members to participate in Mass Protest at Delhi from 28.07.2013.

This will require making necessary travel/stay/fooding etc. arrangements. So you are requested to please move ahead and deposit your monthly subscription (if pending) urgently. In due time a statement broadly displaying the expenditure will also be uploaded to provide a fair idea on expenditure incurred. Once again you are requested to clear your dues.

Tickets will be arranged accordingly. WB Circle have to send 150 members in Mass Demonstration at Delhi. Approximate target to gather at Delhi is 8000 from 28.07.2013 onwards.

A list of 26 members is ready from Kolkata, but we need more. Remember that “MORE THE NUMBER LARGER THE IMPACT”. We need to display full and unconditional participation once again as was done last time at Corporate Office, New Delhi.

 Number of members on leave to support our cause is being updated and is growing each minute. This shows how solidly we support each other for our cause.In case there is any issue with regard to leave for any member, please contact respective DS and the DS can in turn forward the update to SHQ.

We reiterate that please try to convince as many as you can in this cause. This is for one and for all. Please take leave irrespective of which association you belong as only you can help support your cause. This fight is not about association. This is for what is RIGHT.

There are certain instances where some members are unable to hand over their leave in name of some work related emergency. Please understand that this is your money and not your boss's, and in case you don't fight for it.. You are losing your money, he is not losing anything.

DS are requested to speak in such cases as notices have already been served and information was already provided across all levels. So there cannot be any case of emergency as it is expected that the respective department in-charge must have got themselves prepared for such cases since the information was already there.

Leave details received from most of the SSA/units and again a big thanks to all DS/DP and those members who have taken leave as per the organizational activities program which is very much required as these are our genuine rights and we have to fight with BSNL management to achieve those demands.
Leave details received so far: 195 though some SSA details not yet received. 
It  shows that most of the DRs in West Bengal are united and we have to be united to achieve our demands.
Lastly we want to convey my heartiest thanks to those DRs who are not in our association but they have taken part in signature campaign and some have even taken leave to support us particularly in Kharagpur and Gangtok as this is the fight of DRs with BSNL mgmt for DRs genuine rights. On the other hand there are some DR members who are not participating and also demoralizing others not to participate. So its my request make your own decision as this may be the last fight for yours and ours and every DRs genuine rights.

Activity of the week (22-07-2013 to 28-07-2013 and onward)

 

  • On Monday (22-07-2013) DR executives shall be gathered in front of circle office and Major SSA Head office and organize“Prayer session to bless good sense (sadbuddhi) to BSNL management”. Also meet to circle and SSA heads and explain about the issues and submit the memorandum with same matter as mentioned in the signature campaigning sheet. Representatives shall address the gathering about the issues mentioned in notice and discrimination done with DR executives. Motivate them to participate in ongoing call of association without bothering about the consequences. Remembers all such event should be organized completely in peaceful manner. We shall not sought any slogan which target any person or group, we shall not comment or target any group or person at local level because few people sitting at corporate office are only responsible for depriving us from our rights.
  • Core committee of district and circle should ensure that no direct recruits shall join the office during the week even at any emergency. If any DR executives is joins to office every member of core committee shall convince him to be with cadre and leave the office.
  • All Direct recruits shall remain in touch with each other and keep watch on update of website during the week.

  •  Same copy of signature campaigning should be submitted to MP/ MLAs of their areas and explain them about the same wherever is possible.
  • All direct recruits executives of BSNL from every nook and corner of the country must apply mass leave at least from 22nd to 27th July-2013 (EL, Medical, maternity, paternity, child care etc whichever is feasible) through HRMS or in writing where HRMS is not functional without bothering about leave is getting sanction or not and other consequences. As medical leave can not be applied in advance hence apply first the EL online and once it is denied by the sanctioning authority, apply medical leave on last working day of the week i.e. 21st July 2013.
  • Form the committee of active members/representatives start door to door campaigning through SMS, email, telephonic etc and motivate them to participate in the organizational activity called by AIGETOA CHQ to save our cadre survival.
  • All members should book their forward ticket for mass demonstration before BSNL CO New Delhi from 29th July-2013 onwards.

FINAL BATTLE:Organizational activity to be observed                 Dated 13.07.2013

The time has come when we all DR's have to show our unity and strength irrespective of association and batches as all issues relates to DR only and no other association will come forward for the resolution of said issues. So, its requestd to you all - start mobilising all DR in your SSA/unit for the organizational activities as finalised by our CHQ and extracts given from our CHQ website below:

 Activity to be observed :

  •  From 15th-July-2013 to 20th-July-2013 -Mass signature campaigning and working with black batches
  • From 22nd July-2013 onwards: mass leave
  • From 29th onwards: mass demonstration at BSNL corporate office New Delhi

Our rights are as under:

  • Finalization of standard pay scale as directed by DPE followed by 2nd PRC i.e. E2 for JTO equivalent and E3 for SDE equivalent with additional increment to executives recruited on or after 01-01-2007 to maintain the parity between executives recruited before 01-01-2007.
  • Implementation of 30% superannuation benefits in respect of direct recruits executives as directed by DPE followed by 2nd PRC .
  • Stop external DGM/MT recruitment hence scrape the RR, same must be recruited within among internal executives and implement the time bound functional promotion instead financial upgradation on the basis for stringent performance and qualification as of top leading CPSEs to fill the gap at middle level executives.
  • Resolution of EPF anomalies in respect of direct recruits.
  • Immediate cancellation of mass displacement executed in posting order issued in promotion against LDCE (33% quota) for SDE (T) held on 4th March-2012 from some circle like AP, Orisa, Punajab. Maharashtra, MP and KTK. Execute the longest stay list to maintain the shortfall of SDEs in some circles.
  • Maintain uniformity in first time bound upgradation i.e. four years in respect of all executives .
  • At par facilities to this association as of SNEA/AIBSNLEA.

NOTE : All representatives and members should start gathering and mass campaigning tirelessly to motivate every direct recruits of BSNL irrespective of their membership. Circle executives committee are requested to make a committee comprising 10-15 members and ensure to approach/contact every direct recruits by phone, mail, social media, personal meeting etc and convince and motivate them for their participation in this final revolution. This association appeal all direct recruits of BSNL please give your hands to secure your right and respect in the ocean of vested interest. Only support of every direct recruits will decide our future hence don’t be selfish and come to save this long deprived cadre.

High attention representatives and members – get ready for another fight

GS Sh R P Shahu along with AGS and VP met different authority in BSNL including Director (HR) where we have been informed that committee has submitted it’s report on 30% superannuation benefit but for 2% while we are short of about 12%, order related to pension contribution in EPF is being issued, notification of DGM and MT exam will be issued shortly but we are shocked to know that BSNL management has not taken any further action except writing DO letter to DOT seeking approval of non-standard pay scale i.e. E1-A and E2-A for JTO equivalent and SDE equivalent respectively. It is to be noted that DOT as well as DPE have denied time and again of introducing any kind of intermediate pay scale in CPSEs. It is also to be noted that even after finalizing E2 pay scale for JTO our young executives recruited on or after 01-01-2007 will get gross salary much less then the executives recruited just a day before. Keeping silence on such serious issues since long time is really beyond the understanding which is creating high demoralization, de-motivation and unfaith among our young executives.

Dear friends, this is the time to come forward and help our young executives else we will be too late. Management is moving towards finalizing E1+5 increments as a final solution. As there are several discrimination with direct recruits executives in every area like pay scale, promotion and transfer, retirement benefit etc and every direct recruits are affected by one or other issues. This is high time where this association expect 100% participation irrespective of batches. This association has decided to serve the notice for organizational action very shortly as decided in CEC with top issue of standard pay scale of E2 for JTO equivalent along with additional increments to executives recruited on or after 01-01-2007 to maintain the parity of gross emoluments including other long pending issues.

Dear all,

 Its a great achievement that we have been successful in providing posting to all LDCE passed candidates in their choice of places including Kolkata after long persuasion with CGM and GM(Admin), WBTC. We are very much thankful to them and we have assured them that we the DRs will give 100% for the development of BSNL, WBTC.

 Now our next focus is on intra-circle transfer of JTOs who are in rural/hilly places for long time.  Those who want transfer in their choice of place, please write application for intra-circle transfer immediately to the CGM through proper channel with copy to CS, AIGETOA-WB and send scanned copy of their application along with forwarding to subhasish1977@gmail.com including those who had already applied.

 It has come to our knowledge that most of the SSAs are not doing any meeting with the SSA heads. Its my request that you should immediately do one meeting with your SSA head latest by 20th Aug 2013 regarding your local issues and development of BSNL and send details to CS/CP for uploading in our website.

                                           LDCE UPDATES

SHQ was with the circle administration whole day and tried hard to get posting orders issued today only , but the allotment and paper work took a lot of time and finally the posting orders were ready and will be sent to the concerned SSA heads tomorrow , all successful candidates are requested to give joining on 3 July which will be the date of issue of this orders ,most of the request for preferred postings has been accepted by our CGM and GM (HR) and the association is thank full to our CGM, GM and DGM (HR) who worked till late night to set up the issuance of postings orders for LDCE in such a short time , Congratulations to all the 20 SDE who have been allotted their home circles , Association has received 22 request for posting in home town and the association has successfully ensured that all of these are implemented by corporate office , Our OS, DS Raiganj have been given tenure postings , two requests for home transfers have failed and two members VC one from malda and one from AT has not been received by corporate office ,association is trying hard to get these sorted out at the earliest.

 Illegal diversion of vacancies from LDCE to seniority quota have been reverted and next LDCE will beheld this calendar year only.  AIGETOA thanks to its CHQ for working overtime and making this possible , the postings were finalized by the corporate office yesterday at 2AM , unfortunately due to overload of server those were loaded today on intranet today morning only, otherwise postings would have been issued today only.

SHQ wishes that we all come together and use our intelligence and energy for uplifting our company in whatever fields we work.

CS, CP, ACS , OS and CS CTD met CGMT(WBTC) regarding look after promotions in the cadre of SDET, when regular incumbents in the cadre are soon going to join by virtue of LDCE and Seniority quota.

Detailed discussion was held , GM(HR and Admin) and DGM (HR and Admin ) were also present , CGMT assured that the interest of all the groups working in WBTC will be considered and he immediately wrote to DIR (HR) for allotting more SDE to WBTC. we conveyed that if at all look after arrangement is required it should be done after ldce candidates are available to completely fill the shortage .

            Biased attitude of circle administration against DRs     

West Bengal Circle administration , specially circle HR cell has time and again shown its apathy towards direct recruited GE in WBTC by intentionally causing in-ordinate delay for processing genuine request from this association and its members by creating amazing problems in any file related to any issue, whether it is for R8 transfers, or for basic rights of confirmation , or refund of security , or for request transfer from rural post to urban post as per the transfer policy of BSNL and even refusing the basic vaccination expenditure incurred by DRs for their infant kids .

Once again when long awaited LDCE results are expected anyday , and many association websites claim that seniority cum fitness promotions will also happen soon , it has been brought to the notice of this association that WBTC administration is on the verge of declaring look after promotions for most of the important posts in WBTC in a hurry without even following the policy declared by corporate office , and not even calling for options for these post , so as to unfairly give benefit to non deserving candidates .

What is amazing is on one hand CGMT calls for brain storming session to collect suggestion for improving revenue generation in WBTC , on other hand he is leaving no stone unturned to crush the already bottom low morale of DR GE working under pathetic conditions in WBTC.

CS , ACS , OS met GM (HR and Admin ) today to convey the sentiments of DRs , that if circle administration at all comes up with such illegal , detrimental orders it will create unprecedented chaos in WBTC as it will lead to an outburst which has never been witnessed by WBTC.

All members are directed to be ready to go to any extent on the call of CS to ensure these type of harassing orders are no more issued and all the executives are treated at par by circle office administration.

SHQ will be meeting CGM regarding the same on Monday till than lets hope circle administration doesn't issue any orders without the approval of this association.

we are not against any person in particular  and we don't mind our seniors to enjoy any posts but these should be transparent and should not be given at the cost fo direct recruited executive.

Brief of development meeting                                Dated 26-06-2013

CGMT WBTC called a brain storming session cum development meeting to convey the depleting financial condition of WBTC and also to discuss measures which can be taken to decrease the always increasing losses incurred by WBTC. All associations and unions were invited and all SSA heads were also present. CS, CP and OS  gave suggestions collected from  our DS .

The brief outcome was summarized by CGM ,which underlined the fact that staff strengthening  in sectors which have more potential to generate revenue will be done , by shifting staff from CFA to CM and special attention will be paid for increasing the up time of GSM BTS, network optimization will also be prioritized.

All associations and unions promised to provide full support for this initiative by CGMT WBTC. A brief picture of financial condition of WBTC and some important stats about services will be mailed to all DS for further deliberation with the management.

Management Trainee RR                                   Dated 21-06-2013

BSNL board has approved MT RR in it’s board meeting held on 14th June-2013.

 Silent feathers of MT RR are as under:

 

  • MT will be recruited with internal and external candidates in the ration of 50%:50%.
  • First recruitment will be held with internal candidates.
  • All the executives having 4 years will be eligible for internal MT irrespective of qualification and age limit is 50 years.
  • Examination for internal candidates will be held according to qualification i.e. for BSc candidates paper will based on BSc syllabus and for engineering candidates paper will be based on engineering syllabus.

 

The way internal examination is proposed it will never happen and external recruitment will be through which is not at all required.

Memorandum served to CGM WB,ETR & ETP             Dated 14-06-2013

CS (Sh. Subhasish Paul) along with ACS (Sh. Arvind Kumar ) and OS (Sh. Vijay K. Chourasia) have submitted memorandum to CGM, West Bengal Circle and CGM, ETR personally on 11-06-2013 and told them the conditions of DR in BSNL and management is not looking after the genuine career progression of internal candidates and always looking for external ones through various means: sometimes DGM, now MT etc. , though the internal candidates are much more talented and experienced in this telecom domain. He agreed our view that first the internal candidates have to give chance as most of the important jobs are handled by them only.  He told that he will forward the same to Corporate office at the earliest.  Memorandum has been served to CGM, ETP also.

Letter  for Security refund has been sent to recruiting Circle.It seems that  the refund  of security deposit  may be completed within a month.

MT ghost comes live again                                            Dated10-06-2013

BSNL management without resolving the career issues of directly recruited graduate Engineers , has again started to think for making stop gap arrangements by coming up with the idea of recruiting MT, it seems like new MT RR will be put up for approval in BSNL board meeting scheduled on 14th this month. Please be prepared to march to New Delhi if required and called by CHQ. ALL DS are requested to brief their SSA heads and submit a memorandum to be sent to the competent authority educating them about the carrer vows and how MT is going to murder the career aspiration of already demotivated direct recruit graduate engineers, stagnated in BSNL for lack of proper HR policies.

Illegal diversion of SDE(T) Vacancies......          Dated 08-06-2013

Well done AIGETOA CHQ on raising the issue of illegal diversion of vacancies from LDCE quota to Seniority quota, despite the issue being so grave and BSNL management brushing aside it  as correct the strong persuasion by GS forced the management to accept the under table arrangement made and DOPT also reinforced the view of this association about some balck sheep doing this for money at the corporate office.This will result in some 2000 more vacancies for next LDCE to be held.

Meeting with GM ( HR and Admin)                       Dated 06-06-2013

CP, CS , ACS, OS met GM (HR) and discussed various issues , administration has finally accepted that all waiting listed R-8 cases will be sent to the concerned circle for completing the formalities and release in order of wait list will be taken once suitable replacement are available. Reversion case of Shri Sanjay Kumar was also discussed and his reversal order will soon be issued. Regarding VC for LDCE GM directed the concerned to ensure the VC reaches New Delhi by Monday . Other issues like confirmation, security deposit were also discussed.

AIGETOA STAND ON AGITATION CALLED BY FORUM OF BSNL UNIONS/ASSOCIATIONS

 

GS along with AGS and VP attended the meeting called by forum on 16th May-2013 at BSNL CO New Delhi to sign the notice to be served. GS requested the forum to include standard pay to the executives recruited after 01-01-2007 as they are not going to benefited by 78.2 IDA merger and 30% superannuation benefit to directed recruits who are not covered under pensionary benefit as this was also one of the issues of original agitation of forum but it is not considered by representatives of other associations and unions citing right now they want to concentrate on single issue.

Although many members of this association are benefited by 78.2 IDA merger but considering the fact that our members who are recruited after 01.01.2007 are not going to be benefited in any manner by proposed issue of 78.2 IDA merger and 30% superannuation benefit issue is dropped by forum on the midway with the reason best known to them, AIGETOA has decided not to participate physically in the proposed agitation and plan its own agitational program to resolve the above issues. This association will extend only moral support subjected our above issues will be recognised and supported by forum.

 It doesn’t mean at all that AIGETOA is not in favour of 78.2 IDA merger but also want to implement standard pay scale of E2 and 30% superannuation benefit to direct recruits in parallel with 78.2 IDA merger as both is also the part of 2nd PRC recommendations. During the strike of forum, AIGETOA will not physically participate and at the same time we will also not support the management in maintaining the services through contingency plan. Members of this association will perform only their normal duties subjected sufficient security is provided by the local management.

Keeping in view the recent developments which have taken place, Seems like BSNL management is keen on spoiling the career aspects of direct recuited BSNL officers. And also  to decide the future course of action a meeting will be held at telephone bhawan, soon the details and time will be published all are invited to join.

LDCE PCAT COURT CASE                                    Dated 21-05-2013

H'ble Pricipal Branch of CAT New Delhi has disposed off all the appeals filed against the LDCE conducted by BSNL with directions to re-evaluate the answer sheets in accordance of the directions passed by the court. Court has dis-missed the question on the validity of the exam and has accepted the correctness of the expert committe formed by BSNL.The judgement is in 70 pages , and the court has taken each and every point into consideration. The revised merit list is to be published within two months. More details will be published shortly.

 CS along with President  and CS CTD met our new CGMT Shri S K Bhaduri and welcomed on the behalf of GE working in West Bengal, ETR, ETP. The Meeting lasted for an hour with discussions on various aspects, CGMT assured of giving time for agenda meet in the coming week once he gets updated about the circumstances prevailing in WBTC.

LDCE - Argument over judgement reserved      Date: 01-05-2013

 Argument on LDCE case is over from both the side at Hon'ble P-CAT and judgment is reserved with the direction to BSNL to submit the relevant documents regarding expert committee report in finalizing the answer key within 2 days.
